Tim O’Loughlin is Senior Director of Institutional Development and Professor of the Practice (Public Policy) at Carnegie Mellon University in Australia. He teaches courses on policy analysis, public finance, strategic planning, organisation behaviour and participatory and deliberative democracy.

Before joining Carnegie Mellon, Tim worked for 15 years in the South Australian Public Service in several roles including as Chief Executive of the Department of Transport and Urban Development, Commissioner for Renewable Energy and Deputy Chief Executive, Department of Premier and Cabinet. This involvement was preceded by 15 years in senior roles in the oil and gas industry. Prior to that, Tim worked as chief of staff to a Federal Government Minister after a period teaching in the Department of Political Science at Melbourne University. 

Tim also has a depth of experience in not-for-profits having served as Chair of several such organisations and been a member of the Australian Council for the Arts.

Tim holds a Master of Arts degree as well as post-graduate certificates from Columbia University’s Business School and the Financial Services Institute of Australasia.
